Our Mission And Purpose:

 Mission

Survivors Outreach Ministries is a Christian nonprofit organization dedicated to advancing victims’ rights through policy advocacy, legislative reform, and faith-based community engagement. Grounded in biblical principles of justice and mercy, Survivors Outreach Ministries in conjunction with HerVoiceHerTruth works to ensure that victims of crime and abuse are heard, protected, and restored through fair and compassionate public policy.

Vision:
A nation where justice systems reflect God’s heart for the oppressed, prioritizing healing, accountability, and restoration for victims and survivors.

Core Objectives:

  

  • Influence legislation that strengthens victims’ rights and access to justice.
     
  • Educate policymakers, faith leaders, and the public on biblical justice principles.
     
  • Build coalitions between churches, survivor advocates, and lawmakers.
     
  • Provide research, policy recommendations, and testimony for legislative hearings.
     
  • Equip Christians to engage in advocacy through training and grassroots mobilization


What We Believe:

 

 1. We believe that Jesus Christ is Lord, and that God alone is the true source of justice.
All righteousness, truth, and mercy flow from Him — and it is through His wisdom and authority that justice is rightly established on earth.


 2 Dignity and Respect – Every survivor has the right to be treated with compassion, fairness, and respect throughout the justice process.


3. Access and Equity – Victim services and legal protections must be accessible, inclusive, and equitable across all communities.


4. Empowerment and Voice – Survivors must have meaningful opportunities to participate in decisions that affect their rights and recovery.


5.  Accountability and Reform – Systems must be transparent and held accountable for upholding victims’ rights and addressing systemic injustices.





What We Do

 

  • Reform Laws & Policy: Draft and advocate for victims’ rights legislation and challenge soft on crime policies that enable criminals specfically violent criminals.
  • Equip the Church: Train faith leaders and congregations to stand for justice.
  • Empower Survivors: Elevate survivor voices in policymaking.
  • Educate & Inspire: Publish research, devotionals, and public campaigns on biblical justice.
  • Speaking Engagements: for organizations, law makers, and community leaders.
  •  Ensures victims of crime have enforceable rights and protections: including the rights to be notified when their abuser is released and the right to be heard in criminal proceedings involving sentencing, release or pleading. 
  • Consultation:  “Victims’ Rights Consulting”  professional services that help organizations, legal teams, government agencies, or advocacy groups support and protect the rights of crime victims.  

Core Services:


  • Design and improve victim assistance programs.
     
  • Ensure compliance with federal and state victims’ rights laws (like the Crime Victims’ Rights Act, Marsy’s Law, or VOCA requirements).
     
  • Teach law enforcement, prosecutors, or victim advocates about trauma-informed practices.
     
  • Conduct workshops on victims’ rights, confidentiality, and ethical considerations.
     
  • Help organizations understand victims’ rights statutes and how to uphold them in investigations or prosecutions.
     
  • Advocate for auditing agencies for compliance with victims’ rights legislation.
     
  • Victim Advocacy Support : Assisti crime victims and victim service providers with best practices for outreach, safety planning, and case management.
     
  • Develop resource materials for survivors.
     

Our Approach

 We identify and address policies that may inadvertently reduce accountability for offenders or weaken public safety, often referred to as ‘soft-on-crime’ policies such as:


  • Gaps in current laws (e.g., inadequate restitution, insufficient protections, lack of trauma-informed procedures).
     
  • Barriers in access to services, such as limited availability of counseling, shelter, legal assistance, or language-appropriate resources.
     
  • Systemic issues in criminal justice processes, including slow case processing, inconsistent enforcement of protective orders, or poor communication with victims.
     
  • Needs expressed directly by survivors, gathered through surveys, listening sessions, or consultation groups.
     
  • Inequities affecting marginalized communities, such as disproportionate victimization rates and reduced access to support

WE DO NOT PROVIDE EMERGENCY SHELTER

For years, the organization has provided direct, individualized advocacy for victims navigating the

complexities of the criminal and family court systems. Beginning in November 2025, Survivors

Outreach Ministries will shift its focus toward advocacy, policy reform, and legislative action aimed at

addressing systemic barriers and harmful practices that continue to impact victims nationwide.
